Avis Houston has gone paperless, so the rental agreement was supposed to be emailed--but it never arrived. I contacted Customer Service, but they said they didn't have the authority to send it and would notify another department. Unfortunately, that didn't lead to any resolution. Thankfully, since I had completed PreCheck, I was able to locate the contract myself on the Avis PreCheck website. Yesterday, at 16:00 Mountain time, I arrived at the Avis counter at the Denver airport and they would not allow me to rent the car because they said I needed to have an Irish passport. I am a US citizen so I would not have an Irish passport. The agent said because the reservation had an Irish Avis Reservation Code (21338150IE1) they could not rent me the car without an Irish passport. I tried calling AutoEurope's after hours phone number but the recording stated that the office was closed. I am completely perplexed as to how this happened. I have rented from AutoEurope in the past with no issues. I am a US citizen, I entered US information for my personal details so I do not understand how this happened. I did not receive any indication of this requirement when I booked online. In addition, the voucher did not list any stipulations regarding passport, etc.. I was not able to rent the car at Avis and I had to scramble to find another rental car to rent for my trip. Because of this unfortunate incident I am asking for a full refund. " What Avis considers a Luxury car is a bit of a joke. They wanted to give me a Chrysler 300 at first, a massive POS car that I'd be embarrassed to drive, they are ugly and guzzle gas, and do not crash well if you have a bad accident. Far more likely to get seriously injured or die than in a foreign car of the same caliber. They put all European cars in Specialty category to prevent them from getting rented under contracts (Including Volvo which is Premium or Luxury at any other brand). Finally I got a Genesis G70 which is a very nice car and seems appropriate for the Luxury category (unlike anything made by Chrysler), but did use a lot more gas than a Volvo S60 or S90. After this experience with what Avis / Budget consider Luxury, I think I'll try going back to National for similar rentals. "

" At Kona, all the other rental buses were doing a 5 minute circuit, but the Avis/Budget bus took 15 minutes to arrive then took a full load of people to Budget as Avis was closed with no explanation. " Due to a flight cancellation, i was arriving one day later than expected. I tried to reach Auto Europe in order to let them know. No US number was provided (I was flying from Panama to Miami) and the European numbers were not answering the call as there is a 7 hour difference and I was calling out of business hours. If you guys do rentals all over the world, then you should be able to assist your customers 24/7. I have 2 bookings in Europe for the next months and seriously think of cancelling them. " When receiving the car I was tried to be scammed 2 times: 1. Lady at counter submitted for acceptance a contract claming additional ca. 190 USD from me. Note that the voucher was fully paid. AVIS contract is quite difficult to read for somebody who rents at them once a year. I could not understand all the lines of digits and asked if I would be charged. Then she checked at the computer and said "Ah, you have paid in Euro, not in dollars, I will correct the contract". 2. Second version of the contract submitted for acceptance also has a non zero value. I asked again if would be charged. "Yes, because you ordered the car for 2 o'clock and you came at 1.10 hours, but if you want I can change the drop off time to the same hour so you don't pay additionally". My opinion is that she knew perfectly what she was doing and counted that like most people I would not read the details of the complicated contract form. Finally at drop off they managed to scam. The guy receiving the car hasn't checked the fuel. I was a little surprised, but if they trust me than fine. But he also could not give me any receipt, so I went to the counter. A man at the counter printed a receipt complicated like the contract and I had to ran to catch the shuttle bus to the terminal. Later I have read the receipt stating that they charged me ca. 150 USD for cost of fuel like I hadn't filled the tank. They entered fake fuel level to their system. In fact the tank was full and I have a receipt from gas station just around the corner. I have called their customer service. After the third transfer of my call to a guy speaking an oriental dialect of English he could not understand the contract number I was dictating him 5 times. Then he disconected due to poor connection. Strange that all others I was talking on that connection could read my spelling of the contract number. I called second time and this time a gentle lady received my complain and advised to send them a scan of the fuel purchase receipt. I did it on Friday 24th of August and wait for a responce. On the other rental at Avis this year, in San Francisco, I received a car having tires completely worn out and damaged. When I noticed low pressure I went to a tire shop where they refused to repair the tire because it was worn out and worth putting into a trash bin. Fortunatelly Avis replaced my car but it wasn't simple at all. Tire shop opinion was that the tires where dangerous and could explode on the way due to heavy wear and damages. "

All in all I spend 5 hours of the first day to get the type of car I had payed for. Regarding the counter staff: The ones at Newark were great and offered a fantastic service, unfortunately, instead of just returning the car to them in the first place, I went to the handlers in the pick up yard, and later to the counter staff at Westchester County Airport. At Westchester County Airport they were incredibly rude, basically saying, that I was just a difficult customer and that having accepted an inferior car was my problem, not theirs. Despite having been directed to them and having been told by another office beforehand, that they should have a chrysler 300 (or similar) ready for me, they just were rude. At Westchester I ended up having to call Avis' head office from my (expensive to use) danish mobile phone to get help. That being said, I've used Avis in Europe for ages without any problems, so them I would still recommend. "
